Unfortunately you're in a difficult position - big brands often move very slowly and as you say there are a lot of politics. The biggest challenge is in persuading them how they should be link building - because for big companies link building should be almost entirely in-house. Without access to a PR team or a content generation platform your ability to build links is limited to press releases, articles, directories etc. The kinds of links and services which you're talking about above are really low quality and while they may provide some value, the real value will come from much stronger links which you should be able to get as a large brand.

When the client asks for linkbuilding - I would translate that into training their editorial team or training their PR department on the benefits of SEO, how it works and most importantly how they can help. It won't give you overnight success but it will build a much more solid and sustainable link building platform for a big brand.

One idea to get you started might be to provide free products to bloggers and press to review the product. This can generate some solid links which will be much higher value than the article submission links you reference above.

I hope this helps - though I fear that if your client is looking for you just purely for quick and dirty link building that both parties are approaching the problem from the wrong direction.
