variation in Google SEPRWe developed a site of classified ads, and we started link buliding. We obtained links from some local portals in Sibiu and Brasov (districts of Romania) and we started to show on first page in Google for "anunturi din sibiu" "anunturi din brasov" (anunturi din sibiu = classifieds from sibiu). But the position of the result varies from first page to second page or even not showing at all. And this happens from a day to another. The question is: Why is this happening? Are we somehow penalized by Google, because maybe it sees the links from the portals as paid links?

variation in Google SEPRI assume your domain is very new, which is most likely the reason. New domains have a habit of popping up into the SERPs in relatively good positions, but not maintaining a stable ranking for a while. The domain has to build trust with Google, and it will bounce around like that for a while until its backlink profile is more mature and diverse. I don't think that you've been penalised and, so long as the links you've built aren't paid and are of a relatively good quality, they won't hurt you at all. What you should do, however, is diversify your links building practices to get links from different site: get social media links (even if they're nofollowed: they're still part of the link profile over all), in-text links from blogs and other websites if possible... even press releases, links from forums, etc. You want to gather a range of different backlinks. Sites that perform the best online and which maintain the most stable rankings are those that have backlinks from many different types of site. This will solidify the site's trust and authority, and thus stablise its rankings, as quickly as possible.
