Canonical tag on anchor urls

I have a numer of anchors in the pages of a client's website; e.g: www.my_client.com/page#anchor-name

1. Are "anchor" urls posing a threat of duplicate content ?
2. Do I need to add a canonical tag to indicate that my primary url is : www.my_client.com/page to prevent duplicate content or for best practice?
