How Contact Google?

Hi there! My website was thrown away from Google index. Now it's back, but the positions are not even in top 50, despite it has unique content, paid links are removed, and it is indexed very quickly. Is there any way to know why it was penalized? How can I contact somebody in Google and know what is the reason?

Google suposedly has great customer service, but how to contact them depends on what product youre having problems with, here is there phone number and mailing address, you could always mail a letter - again - much better than emai
