Google Sitemap - Sitmap.xml techniques

I've got one Query in sitemap.xml for our sites.

Some SEO webmasters are not using below two fields in sitemap.xml.

<priority>0.5</priority>
<changefreq>weekly</changefreq>

Do you think Guys, this is very Important to Set priority and change frequency in our sitemap.xml or only URLS name ?

see even if you set priority but google come to your site and if there is no fresh content then it gives you penalty. so it is negative marking

and if you still not change content then it simply stop comming so often, so it will ignore priority settings in sitemap.
